Monitoring of Institutions
Monitoring of the institutions is one of the key elements of the monitoring of European Parliament Elections 2014, conducted by Transparency International-Bulgaria. It is part of the overall process of independent civil monitoring and encompasses:
- monitoring of the activities of the institutions, engaged in the preparation and conduct of the forthcoming European Parliament elections – the electoral administration (Central Electoral Commission, regional and sectional electoral commissions), Ministerial Council, Ministry of Regional Development, Ministry of Internal Affairs, Ministry of Foreign Affairs, Prosecutor’s Office, Bulgarian National Audit Office, The Council for Electronic Media.
- Monitoring of the pre-election campaigns of the registered parties, coalitions and independent candidates.
- Election Day monitoring, conducted with the cooperation of our network of NGO-partners, functioning at local and regional level on the territory of electoral regions from all parts of the country, as well as students from the higher educational institutions in Bulgaria.

Monitoring of Parliamentary Elections – 2013
Monitoring of the institutions is one of the main elements of the forthcoming elections observation. It will be implemented by Transparency International – Bulgaria as part of a broader initiative for independent civil monitoring, which will also include:
- Monitoring of the activities of the institutions responsible for the preparation and conduct of the elections (main instrument for monitoring and evaluation of their efforts will be the Roadmap to the Electoral Process);
- Monitoring of the election campaigns of the candidates for Members of Parliament, nominated by the political parties, coalitions and nomination committees in all Bulgarian constituencies (main instrument for their commitment to the initiative and monitoring for fulfillment of their obligations will be the Integrity Pact for Free, Fair and Democratic Elections);
- Election Day monitoring, which will take place on the territory of all constituencies in the country and will be implemented with the help of over 220 officially registered observers (partners in the monitoring process will be over 20 non-governmental organizations, functioning on local and regional levels).
